When it comes to untapped oil reserves not being drilled, it is primarily private businesses that own the leases rights to the land, not drilling and pumping when the price was low, not conservation or government intervention. Talk to the oil companies that hold the lease right. Their decisions are based on return on investment and as price at the pump rises, so does return on investment by the oil companies and a line is crossed where it is suitably profitable to drill and sell the resource they control. Not conservation, just capitalism. I wish there were some motivation to the oil companies to produce more at higher costs to sell for less, but do not know how that would work or what that motivation would be. Be that as it may, conservation has nothing to do with it, but the future values of assets does to the businesses that control those assets.
