Is it sensible to even assume, with the DOJ trying to track down sensitive documents that it already KNOWS are missing, that Trump stole a bunch of empty folders that just coincidentally have the very classification markings as the missing documents, but the empty folders never contained those now missing documents?

Yes, the SITTING president (meaning the one currently elected to hold the office) has the authority to declassify anything they see fit, and they can do it whenever they want to, on any subject they want to.
HOWEVER..................................
Once the president says that something is declassified, there is a procedure to let everyone else who has access to, or has a copy of that material that it is declassified. No, the president doesn't hold the only copies of classified material crossing their desk, it is held at other places as well. There has to be a record made of the material that is being declassified, as in what it was exactly, when it was declassified (day and date at a minimum, sometimes it includes the time), and the reason that it was declassified. That record is then made into a memo or message (or both) and is sent to all the agencies/military commands where the information is also at so that they know it has been declassified. Simply saying that something is declassified doesn't cut it, as there MUST be a record stating that the status of the material has changed.
And no, a president doesn't hold a security clearance for life. When someone who has had a security clearance leaves the job that they held the clearance for, they are given an NDA stating that they will not talk about anything they saw or heard about that was classified, for a specific amount of time (usually 10 years, that's what it is in the military), and if they do disclose said material, it will open them up to legal punishments. If a former president is needed to be brought in on a subject that they have knowledge of from their term, the current president will "read them in", meaning they are given a temporary security clearance for that time and that material only.
As a matter of fact, NOBODY has a "lifetime security clearance", as even if a person is serving in a job requiring one, they have to recertify their clearance. For the military, that happens every 5 years.
So no................Trump simply saying he declassified it is a non starter without a record reflecting that actions were taken to declassify the material, along with the date it was taken, and the reason it was done. If there isn't a record of it, Trump didn't declassify anything, he's just blowing smoke to the masses hoping to keep himself out of trouble.
