Because skipping classes and skipping classes after homeroom attendance is taken are such vastly different things!!

In both cases, the child missed classes and failed to be educated. So to answer your question of how I know this, it only requires a person to be one of the following:

• Having been a student at some time in their life
• Over the age of 6
• Have an ounce of common sense
• The ability to understand the obvious
• Not mentally retarded
