He ordered the invasion of Panama (Operation Just Cause) and U.S. forces captured Panamanian leader Manuel Noriega, put him on a U.S. military plane, and brought him to Florida to stand trial.
Noriega was the sitting head of Panama’s government at the time.
That is literally the U.S. military kidnapping a foreign head of state and hauling him to U.S. prison.
