He just stopped his troops and steal their victory.
The only explanation is he's working together with Zelensky, Biden, NATO & EU to destroy both Russian and Ukrainian people.

If he took not only Crimea but also the entirely Novorossia into Russia nor current war would take place now.
Why he still keeps Nabibulina as head of the Central Bank?
