Let's get it right. The Founders expected the Congress to be the strongest branch, then the Executive, and then Judicial.

They had no idea a Marbury v. Madison was in the future.

Our Founders did not expect political parties to arise. They were sorely disappointed when parties spawned immediately.

But as far as the Executive, yes. They intended the Executive to be the weakest branch, precisely because every other nation on Earth had monarchs/Emperors/Grand Poobahs and it wasn't working well.
 
Everyone has to realize that governments are never designed to protect the poor and be your best friend. Governments are there as a barrier to keep the poor from eating the rich. Has been for thousands of years. Everyone is so caught up in the propaganda, the theory, and the emotions, and never consider obvious reality.
