Wrong. The intent was laid out in the discussions during its ratification.

Thomas Jefferson also advocated for strict adherence to the Constitution's original meaning. He warned against the dangers of loose interpretation, stating, "Our peculiar security is in the possession of a written Constitution. Let us not make it a blank paper by construction."
