You always need some sort of identification with such things, no matter how simple.

For example, you're having a vote at work. The employees go to Barbara in HR and vote. There's just a handful of employees, so Barbara knows everyone. She looks at your face. She has identified you.

If you have 500 employees, then the identification might be more elaborate. Perhaps you just slide the ID card you wear on your neck.

If you have thousands and thousands of people in one county, then, of course, it becomes more complex.
