The Bible says that there has been no government that God did not establish. But when Satan tempted Jesus in the desert, Satan told Jesus, that every kingdom is his to give to Jesus if Jesus submits to him.

So every government, whilst established by God, is a property of Satan and pursues Satan's will.

Therefore, is it ethical to communicate with a government or to obey it?

Satan is the god of this world. We live in this world but Christians are not OF this world. Christians have dual citizenship. Christians are ambassadors of Gods coming Kingdom.
 
That's a lot of jumping to conclusions. Your first quote is probably like, obey earthly rulers placed by God, which a system close ta hand for the Establishment crowd that has religion right in the branches of government.

It is not unethical.
Then, and now, government is a part of an individual's life that refuses to be ignored.

Adam was given dominion over this earth. He turned it over to Satan during the Fall. There is an apparent time line for Satan's tenure, and we are reaching that milestone. But for now, Satan had the authority to offer it all to Jesus. He is in charge of it all, for a time.
Satan IS the Prince behind the Kings. He is the UN and the NWO.

There is a blessing to those who study Revelation and prophesy. I believe the blessing is recognizing the Biblical era we are in.
When the anti-Christ starts working magic, those who know what to expect will not be deceived.

Jesus was asked directly if it was lawful to pay taxes to the Romans.

Now the Romans has a lot of expenses, but they also used taxation putatively as a way to keep down people's they had conquered. Taxes were high to conquered people poor.

In addition, the local tax collectors would often collect more than was due and keep the rest. It was an openly corrupt system with no mechanism by which to attain justice.

In Mark 12:7: Jesus answered by taking a coin out of a fish's mouth and asking whose image was upon it. When his disciples answered Caesar's Jesus said, "Render to Caesar the things that are Caesar's and to God the things that are God's"

You can't foster in yourself the spirit of rebellion against others and then obey God.

While like Meshac, Shadrach and Abednego, we can resist compromising our own morals, our focus should never be to change the sinful world around us.
