The Joint Comprehensive Plan of Action (JCPOA), known as the Iran nuclear deal, is a 2015 agreement between Iran and the P5+1 (USA, UK, France, China, Russia, plus Germany) and the EU to ensure a peaceful nuclear program. Iran agreed to restrict uranium enrichment and allow inspections in exchange for sanctions relief.

Under that agreement Iran was under IAEA inspection, and had to limit the amount of highly enriched uranium to under what it would take to make a bomb.

As part of the 2015 Joint Comprehensive Plan of Action (JCPOA), Iran shipped over 25,000 pounds (roughly 11 metric tonnes) of low-enriched uranium to Russia in December 2015. This shipment, which included material enriched to 20%, represented nearly all of Iran's enriched stockpile at the time,
