Trump says a lot of shit, often times just to get a reaction from the TDS'rs. He very well knows that if Veneuela were a state it would add two democrat senators and probably all democratic districts for the House.

Iran plays with everyone. They played Obama to get him to hand deliver over a billion dollars right to their doorstep while being allowed to enrich Uranium to over peaceful purposes, not have to have their nuclear work at military sites inspected, being allowed to export terrorism, being allowed to work on ballistic missiles which could eventually reach the US, being allowed to develop a nuclear weapon after 10 years, and being allowed to murder and terrorize their own people by the tens of thousands.
