The Confederates never "ran out of money" because they were able to use cotton as currency in barter purchases. And the French continued to sell arms to the Confederates in Texas through French forces in Mexico through mid-1865 until Kirby Smith surrendered.

They were not going to force the blockade for the slave states.

At one point during the bombardment, the Confederates even ceased firing and sent a team to the fort to help put out a fire that was threatening to engulf structures where the federal soldiers were taking cover. And, when the attack was over and the garrison surrendered, the Confederates allowed them a display of full military honors and permitted them to return home.

By any humane, rational, moral standard, the bombardment was no justification for the draconian Republican response of a massive invasion. I know you don't care, but it's worth noting again that the British were far less militaristic and trigger happy when responding to Patriot acts of violence before the Revolutionary War began. If the British had adopted the Republicans' war-hungry mindset, they would have launched a massive invasion in response to the destruction of the HMS Gaspee in 1772.
