Common sense dictates he was being placed under arrest at the time. Four video's, 50 eyewitness accounts and not one question about whether he was being arrested or not. Until you brought it up. You, a person with no knowledge other than the ONE video you saw.

You are the one who is saying that he WASNT told that he was under arrest. Ive seen zero indication of that being true. The fact that this fat guy was protesting being handcuffed is a clear indication that he WAS told he was under arrest.
