Joe Biden won the Presidency in November 2020. In excess of 7 million votes in the 'popular' ballot count. And by a "landslide"* in electoral college votes. States certified that count. States audited, re-counted, hand-counted, and verified those totals.

The nationwide popular vote totals are meaningless in a presidential election, almost half that total was due to California Alone.

The problem is that in many states it was the state themselves who allowed such things as illegal voting, forcing districts to accept votes that were not cast in time etc.

You also have the problem in that even if you could prove that 10 million illegal votes were cast in every single state you still could not prove how they were cast and there's no constitutional or legal remedy for overturning presidential election on that basis.

The constitution leaves it to each state to choose their electors by whatever method they wish, no election is even required and once the votes of the EC are cast and accepted by congress there is no way to reverse the outcome legally.

We'd probably have to amend The Constitution to create any such provisions.
