Never in History has a "Black Box" not been recovered on land until 9/11 at "Ground Zero". The only ones not recovered were lost in miles of a vast, deep body of water.
Ground Zero had 2 Cockpit Voice Recorder's and 2 Flight Data Recorder's right where the World Trade Center's were at, yet it is claimed they could not locate them....even though they sifted through all the debris with a fine toothed comb looking for fingernails to do DNA matches of victim's.
Due to their importance in investigating accidents, these are carefully engineered and stoutly constructed to specifically withstand highspeed impacts and intense fires to make these indestructable.
CVR's and FDR's(black boxes) are coated with heat resistant bright orange paint for high visibility in a wreckage.
CVR's and FDR's(black boxes) are equiped with Radio Emergency Locator Transmitters so they can be located.
Following an accident, recovery of the "black boxes" is first of importance after the rescue of survivors.
Again, NEVER in History has a "black box" not been recovered from a plane crash on land until 9/11 where all 4 were claimed to not be found within a square block at ground zero where they were already sifting through the wreckage looking for fingernails.
