Putin seems to think it is mor important to use Russian gas to threaten Europe than to sell it.Gazprom is in the oil and gas business. I suppose they have to agree with Putin or they might fall out of a window. The fact remains that Russia needs to sell gas from Western Russia unless they plan to flare it off.
