The president can not kill pipelines. The president can not kill drilling leases. The president can not add burdensome regulations. The president could mandate natural gas used in all federal vehicles. The president can protect interstate commerce by executive order stating California can not stop vehicles registered in other states from entering California. The president can support building new refineries. The president can build new refineries on federal land. The president can finance new refineries.
