As I’ve stated before, you say the law applies to his business, but he himself cannot be forced to give up his rights, so, he doesn’t have to do something that requires that. But it’s not being said in jest, it’s usually a means of attacking and insulting someone, used in a derogatory way, as if the thing they are saying is a bad thing.
