Putin said the opposite. Putin said that his goal was to keep Ukraine from joining NATO. That the red line was putting a NATO country on the Russian boarder.
This the reason Putin invaded, was because he saw that under Biden, Ukraine would be admitted into NATO, where under Trump that never would have happened.
Problem here is that Putin has been lying out of his ahole for a long time now. He said he didn't want war. Er.... really?

Putin wants the Ukraine.
He had the leader of the Ukraine poisoned in 2004. Yes, 18 years ago. That's how long Putin has been undermining the Ukraine. The Ukraine is poor because of Putin. Yes, it was poorer in the 1990s than countries like Estonia, Latvia and Lithuania, but the Ukraine's GDP per capita was rising rising from 2000 onwards, but because it didn't join the EU it was open to attacks from Putin, and he's been undermining that country for a long, long time.
He doesn't want the Ukraine to be in NATO because he wants it to be a part of Russia, ie, the former USSR. Look at Belarus. Doing what it's told by Russia down to a T.
