Why hasn't he had it during the last 40 years of his career? He became a senator in like 1972 and been on tv ever since and never displayed it before.

His speech patterns only came out at the same time he began mumbling a lot, being confused, not being able to remember things, starting a sentence before trailing off and giving up mid sentence, the sudden outbursts, rapidly onset anger out of the blue, the inability to walk around very well, listless behavior, being unfocused and so on.

It isn't a speech impediment, it's a failing mind is what it is. And it isn't funny in itself at all. But for him it is because he keeps trying to be a world leader despite being unable to do so, and islts doubly funny because his immediate second hand at running the most powerful country in the world is someone that doesn't suffer from mental decline is as equally as stupid.
