I don't think it's a done deal yet. The Republicans would challenge it if he tried to use this 911 Hero's act as a reason to allocate this money. The Hero's act allows a President to do something like this during a national emergency, and Dementia is claiming covid is the national emergency he's using it for. It won't fly in a court of law since the worst of the pandemic is long behind us.

Furthermore, Dementia lifted Title 42 which (like the Hero's act) allows a President unilateral power to stop illegal immigration to prevent the spread of a disease. He can't have it both ways. He can't say covid was mild enough to lift Title 42 but bad enough to consider it a national emergency.

The real question is if he's allowed to pull off this stunt, where is the money going to come from if not appropriated by Congress?

Government is just force, any like any weapon, it depends on who you allow to control it.
If you keep it under your control, it is defensive.
It is only if you let someone else control it that it becomes a danger.

Once college students graduate, they pay far more taxes and increase GDP, so they pay back many times over.
