Personally.. I think he's pretty optimistic... I would more likely say there is a 30% chance of any positive impact/outcome from this plethora of pork.. and a 100% chance of huge governmental waste that will take us decades to overcome, if we would ever commit to trying to cut government spending down

At least he is honest, the bush government didn't say there was a 30% chance of failure in Iraq. His administration probably didn't even believe that was possible: "we ll be greeted as liberators"
