There was a law passed by Congress in 2011. It requires that a decision be made within 60 days if the pipeline is to be cancelled. The 60 days had passed when Biden tried to revoke it.
It's too late to cancel.

I stand corrected, they passed legislation but couldn't override a veto and make it law. Their deadline ploy didn't work. That Bill was vetoed and the permit was denied. A new effort was launched in 2012 too. It was vetoed in 2015.

Biden's EO is not overriding any law.
