Joe McCarthy famously used it to respond to Edward R. Murrow's scathing analysis, and CBS gave McCarthy the entire program to respond. The Equal Time Rule says that if a broadcast outlet disseminates a(n umpaid) political endorsement for one side, it has to make available equal time for the other side.

NEITHER of those of course apply to comedy, a human experience Rump seems completely unable to comprehend, which is a hallmark of his Narcissistic Personality Disorder. He has no sense of humor at all. Doesn't understand any kind of interaction unless it's some kind of conflict.
