Of course they do. The salient point here is that exchanges are a market-oriented solution and they rely entirely on the private sector to provide the insurance product (there are no public plan offerings in the exchanges).

The ACA prescribes basic functions that all exchanges must be able to perform but gives the states some design flexibility. A host of factors are expected to impact the eventual design and functionality of the operating model of a given state exchange. The two main factors are:

  • Market Environment – Some states manage markets through regulation, while others employ a free-market approach.
  • Exchange Capabilities – Some states will take a de minimis approach, while others will opt to build robust operational capabilities as they bring these exchanges online.

We anticipate that four health insurance exchange operating models will emerge, each with distinct characteristics: Information Aggregator, Retail-oriented Exchange, Guided Exchange, Market Curator (Figure 1).

  1. Information Aggregator – Takes a laissez-faire approach, where the state facilitates the transaction, and little more.
  2. Retail-Oriented Exchange – Seeks to develop a competitive marketplace focused on providing a robust shopping experience for the consumer.
  3. Guided Exchange – Reduces confusion for new consumers by offering a reduced number of more standardized products and a simplified shopping experience.
  4. Market Curator – Manages competition on a robust platform, where the state curates who can be on the exchange and, to a lesser extent, which products can be offered.

The model that emerges for any given state will factor heavily into a health plan’s decision to participate in the market, as well as influence development of its go-to-market strategy in “entry” states.

Heritage obviously prefers exchange designs closer to the information aggregator or at least the retail-oriented exchange. That doesn't change the fact that any exchange a state implements will be a market solution. And, indeed, any exchange design is a variation on a theme Heritage itself has been promoting for years now. Some "socialist" that Obama turned out to be. :eusa_shhh:
 
GOP Presidential Hopeful, Richard John "Rick" Santorum has said during campaign appearances that President Obama is pushing the United States 'to the brink of socialism, to the brink of losing our freedom' and Mr. Santorum claims he can 'reclaim our country' back from this brink.

I have a few serious reservations about this narrative, but what I wonder is how anyone believes this to be true, that we are on the brink of socialism and that Santorum can bring us back.

I see no proof of this brink or no proof that Santorum could bring the United States back from anything, real or imagined.

You don't see it, Dainty, because you don't want to. I am very anti-Santorum, but he is right on this point. All you have to do is review Obama's past statements prior to running for president and who he has associated himself with both past and present to know that this is his desire. No, he's not going to say it, because it would be political suicide to do so, but he's slowly achieving his goal through judicial appointments and through the bastardization of the Constitution in his justification of Obamacare, which if upheld by the SCOTUS will be disastrous for federal restraint going forward. I am also beginning to feel that his mishandling of the economy is by design. Should Obama get a second term then you'll see the Marxist gloves come off because he'll have nothing to lose at that point.

What a stretch. The Greek economy is falling apart because trickle down works. The US economy collapsed and it caused Europe to collapse. And it has been coming long before Obama. What you don't understand is that the rich caused it and they did it on purpose. They got richer and pushed through their agenda of cuts to social programs.

And notice you don't put two and two together and see this is divide and conquer? Its the Greek citizens fault, not the rich. In France the masses have to take massive cuts. But the rich keep their tax breaks. And in America, the rich keep getting richer and the middle class keeps getting poorer, and you think it was Obama? You think teachers, firefighter, police and all other union workers make too much.

Its only a matter of time before its your turn.

You're putting the cart before the horse. You are proving you have no undestanding of what happened to the economy. The Robber Barons have wagad class warfare on the middle class. And not just in America. All over the globe the masses are protesting because the rich have gotten too greedy, powerful and corrupt. But the corporate media isn't helping you put two and two together.

This is a new world order. The rich that own America own the rest of the world too. Obama is trying to stop the robber barons but with citizens united, that's not easy. With the media being controlled by corporations, they control the message now. You are brainwashed. Wake up. You aren't rich enough to benefit from GOP policies.

The heritage Foundation idea for insurance exchanges was intended as a substitute for any reform of federal law that prevents insurance companies from selling across state lines. That isn't what Obama's exchanges do.

Obama's exchanges strictly regulate the kind of insurance that can be provided and imposes all manner of other rules on the insurance companies. If you want competition, then simply allow insurance companies to compete by overruling state laws that prevent out-of-state vendors from selling insurance within a given state.
