Actually, according to the article, over a dozen states take in less than they pay in taxes. The deficit would relate to the average, not the minimum payment to states, except that some government funds aren't spent on any states (eg, foreign aid).
States receiving the most federal funding per tax dollar paid:
1. New Mexico: $2.63
2. West Virginia: $2.57
3. Mississippi: $2.47
4. District of Colombia: $2.41
5. Hawaii: $2.38
6. Alabama: $2.03
7. Alaska: $1.93
8. Montana: $1.92
9. South Carolina: $1.92
10. Maine: $1.78

Actually, the article is wrong. it is only counting direct federal spending, not indirect. California is worried about going broke right now because Obama is proposing cutting defense. That means that Boxer, Feingold, and Pelosi will all chip in to help divert more governemnt money to the military industrial complex and defense contractors in their state. Why would they do that unless California actually relies on federal spending to a larger degree than the article indicates?
The freaking federal government is up to it's bloated ass in debt. States rely on the federal government because they have no other choice. Please don't be so stupid to hold up the federal government as a model. Most states would be better off fending for themselves.

Find Barney Frank who is on his honeymoon with his new husband and ask him why his committee which had oversight responsibility for Fannie Mae told Americans that Fannie was doing fine when it was on the verge of collapse.
