They never did, because there was an irrational hatred for the man and any policy he endorsed, even if it was a policy previously endorsed by the Republicans. You're looking at it from the perspective of ideology, and, while I'm sure I'd agree with you on many points, I'm trying to keep that separate. Obama's failure was abandoning consensus - something he made a lot of noise about in the campaign. ACA was the flagship of this failure. If Obama had vetoed it, if he'd said "No, I won't sign into law a major change to American society when half the people clearly oppose it", Trump wouldn't be shitting in the White House today.
