Yep....almost 25% of those riding the tranist system in New York... aren't paying...because they won't prosecute....
Stopping people like this, was one of the core strategies Guiliani used to clean up New York after democrats ran it into the ground. He and his police chief knew that you stop these guys, run their names, you most likely get criminals who can be arrested on outstanding warrants, and other crimes......

Shocker: Decriminalizing NYC bus fare skipping leads to fewer people paying fares
In the Big Apple, Manhattan District Attorney Cy Vance was urged last year to end criminal prosecutions for people who board buses without paying the fares or jump the turnstiles in the subway. This was supposed to end the “harassment” of poor people and end needless court appearances for such low-level scofflaws who are frequently economically disadvantaged people of color.

But to the shock of absolutely nobody outside of the city government, no sooner had they enacted the policy than many people just stopped paying the fares entirely. And by “lots” I mean as many as 24% of bus riders. Turnstile jumping is on the increase as well and it’s costing the transit system millions. (NY Post)
