It also pretty much requires an unwilling victim.

Now the juvenile status is in accordance with execution date, and not the age at the point of the crime.
Post Furman v Georgia and the reinstatement of the death penalty ... 14 states can still sentence juveniles as young as 16 years old to death.
The 16 year old provision is also the minimum the US Supreme Court has allowed.

So it ought to be safe if the top dealers/manufacturers are 15 or under.

A pharmaceutical company has to spend 7-10 years to take a new drug from concept through development, testing, approval and production.
That's 7-10 years of expensive, extensive research and development with absolutely no return.

That costs at the least 10's of millions of dollars and up to hundreds of millions of dollars.
It requires countless man-hours and an extensive network with caregivers just to find people suitable for some of the testing.

The patent on a drug before another company can make a generic is 20 years ... But that starts when the original company is approved to test the drug.
So ... Effectively, the drug company has 7-12 years to recoup what they have already spent, plus production and distribution ... Before they see a profit.

If you wonder why Big Pharma makes drugs and they cost so much ... It's because under Big Government the little guy cannot afford to ...

Is arresting small dealers and getting them to turn on large dealers for reduced prosecution and sentencing.

It might be more effective if the death penalty was on the table ...
As of now ... Most small dealers would rather go to prison than get shot on the street for snitching.

A case in Baltimore has been evaluated to start prosecution with 20 year prison terms when the drugs an OD victim used are directly tied to dealer actions.
And ... That applies to each person that OD'ed using drugs from that dealer ... The case involved a dealer cutting heroine with carfentanyl (elephant tranquilizer).

Carfentanyl is 1000 times more potent than the opiates used ... And as little as 3 grains can kill a human.
Four people died using his drugs ... The young man is looking at up to 80 years in prison ... And he still didn't snitch on where he got the carfentanyl or heroine.
