Well. Indoor plumbing is superior to digging a hole in the ground with a stick and pooping in it. So I would say a culture with indoor plumbing readily available, even to its very poor is superior to one with stick-digging-and-pooping.
What I generally reject is that because some people migrated away from Africa and developed lighter eyes and skin because of the climate, that *automatically* makes them superior to people who did not. It could have been that for whatever reason, the lighter-skin races developed technology faster, which challenged their brains in new ways. The growing intelligence in parents spawned more intelligent offspring and etc. But I do not consider this endemic to the race, but an offshoot of how they lived.
