What's needed is hopefully a non-military approach. I am not sure if it is Possible but isolating the Russian government with economic sanctions by all nations to get them to the negotiating table. Maybe giving them a free access to the Mediterranean sea would be on the table.

Sanctions have been tried, and they aren't working. Russia's economy and resource base is too expansive to choke them out of any one item their economy would need.
