No. The word "Ukraine" - "Ukraina/Okraina" in Slavic languages, from the word "Krai" ("margin", "periphery") just means "Borderland" (often unspecific "periphery", like Krasnodarkiy krai). As a term for designation of the specific (Ukrainian) territory it was used by in Polish language and meant Russian territories (with Russian population) occupied by Poland.
Russia had started to return those lands (and liberate its Russian population) since 17th century. So, the word Ukraina in some way can be translated also, as a "frontier". "Wild West" with Turks, Poles, Swedes, Germans and other Western Barbarians as some sort of "Indians", Cossacks as Cowboys and Regular Russian Army as US Cavalry. Very rude analogy, but, I hope, understandable.

Ok. There are different meaning of the word "Russia", as there are different meanings of the word "America" or "England". On wide, geographical understanding of the term, Canada and Mexico are parts of American continent, but they are not (not yet) part of the United States of America (as political term). Scotland is not a part of "England" in narrow meaning of the word, but is a part of "England" if we use this word as synonym for "United Kingdom".
Same way, word "Russia" in its wider, cultural and linguistic meaning ("Russian world", "Russkiy mir") includes not only "Great Russia" (Russian Federation nowadays), but also "Small Russia" ("Malorossya" more or less modern Ukraine), "White Russia" (modern Belarus - literally - "White Russia"), "Black Russia", certain regions of Poland and Lithuania, "Yellow Russia" - Manchuria and others.
