It's not like we aren't corruption free here, but yes I get your point.

Looking inward we can see the modernization from the revenues made and generated, so at least some of the money is going towards modernizing the nation's infrastructures, but is it only a cover be it here or there when we see such modernization while knowing and seeing the corruption involved in it all ?

In the USA, corruption is a frowned upon practice. It exists, but public pressure puts limits on it. In many other countries, especially communist ones, corruption is acceptable and considered a perk for the powerful.

I can’t conceive of a human society without some level of corruption, but it needs to be constrained or it destroys the society.
