How effective they are at it may depend on their power. If someone believes that a particular race is inherently superior, or they think race is the main source of the characteristics of people, they are racists.
If I hate black people, whether I have the power to do anything about it or not, I am a racist. If a black person hates white people (based solely on their race) then they are, by definition, a racist.
