Fascinating article from the former Lt General of the US Army Europe.

The tl;dr is that after the collapse of the USSR, they both sucked because of communism and corruption. But the Ukrainians have evolved into a much more professional fighting force whereas the Russians have not.

 
It's interesting, I think, that the Ukrainians poor performance supporting us in Iraq occurred when under the leadership of the corrupt and "Russian trained" generals of the time, but since then, largely owing to their participation in the various leadership training programs they have always been invited to in Europe (alongside NATO forces) they have evolved into a disciplined and educated fighting force.

Contrast that with these few invitations accepted by the Russians, and how they looked when the author was invited to watch Russian troops, and it's obvious now that the Ukrainians are far better trained and motivated.
