Our budget is established by bipartisan legislators elected by We the People
Not every line item benefits every person equally. Some benefits the poor while others benefit the rich.
Collectively it benefits everyone.

You don’t understand that we cannot budget with an unlimited flow of revenue from the taxpayer. We are in debt so every item needs to be scrutinized and some cut. The circumcisions in Mozambique do not carry the same weight benefitting the US taxpayer that a missile defense system does. Now, if the $10M in Mozambique is simply a front to comply with the corrupt shit hole that is Mozambique in order to get intelligence that saves American lives, then that’s a different story. Otherwise, in its face and stated intention, I’m not buying it.

I would suggest that most loopholes that existed back in the 50s do not exist today, and if they do then it is/was for a specific reason: the gov't wants to encourage investing cuz that leads to greater economic growth, a higher standard of living for most people, and more revenue for the gov't.

As for massive avoidance, that occurred back then too, probably on a wider scale then cuz it was harder to prove in court. Almost nobody paid it. I do not understand why the IRS doesn't go after the tax cheats today, maybe they do and we don't find out about it. Tax avoidance ain't going to change if you raise taxes on the rich though, and in effect you are incentivizing tax avoidance, right? And/or less investing in taxable assets.

There was a time when the US acted because it was the right thing to do.
We cared if people were sick, people were dying, people were suffering
We gladly helped the rest of the world through USAID, Peace Corps, Red Cross, humanitarian aid.
