He was only a suspect and no evidence has been provided indicating he was intentionally passing counterfeit bills or even one single bill. Normally a criminal would not pass a twenty-dollar bill for a seven or ten-dollar pack of cigs. They would pass it for a pack of gum or candy bar. A serious investigation would include obtaining search warrants for finding more counterfeit bills on suspects person, car, home, etc.
