A death penalty law against all criminals. Shoot on sight. You know where there is a drug dealer, go to his/her last known location. If you see him/her shoot the dealer and the buyer and move on to the next. Eventually, you run out of criminals. As for thieves, people with a history of repeated theft...shot. First time theft offenders...of goes a hand...second time....shoot. Rapists...shoot. Murderers...shoot. White-collar criminals....shoot. Grand theft Auto....shoot. Looters....shoot. Rioters....shoot. Eventually, the streets become very safe to walk about, day and night.

A disproportionate number of young black males are arrested and convicted of crimes in almost every city in the country. This certainly effects how police treat young black males. A policeman sees a person standing atop a high bridge at night, will most likely assume that the person is considering killing themselves because that has been his experience. The same reasoning holds for a policeman seeing a young black man with what appears to be a gun in his belt walking toward a liquor store. The policeman is not likely to assume he is planning the purchase of a bottle of Dom Perignon because that has not been his experience. What we are expecting the police to do is put aside their experiences, prejudices, and frustrations and deal with the facts, and that is not likely to happen because that is not how our minds function.

The only way anything is going to change is to change our culture and no one has figured out how to do that. So unjust police killings of people of color are going to continue regardless of protests, riots, and politicians promising changes.
