Where does this come from? I never said you got paid unemployment if you don't file a claim. Even if you file a claim it's not automatic, your claim is evaluated against state rules.
Of course they do. You don't think that people in Virginia can read? Do you think Congress pass appropriations is going to be some secret? Your claim has to show your employer at the time pay stops. Think it through Rocky, of course they know when Congress passes the legislation and pay will resume.
Secondly, to claim Virginia unemployment you have to be a Virginia resident. Employers report state income taxes to the state of residence. Once a furloughed employee returns to work and starts drawing a paycheck again, that income will be reported.
