Trump has yet to say before any actual authority that any of these documents are declassified.

This really isn't about "procedures". It's about the fact that Trump hasn't even argued that these documents are declassified.

The law compels the government to work to protect classified information. Since there is no reason to believe that any of these documents are declassified, the government is doing the rational thing to get these documents back.

We cannot assume that the documents are declassified without a reason to believe so. It would be completely illogical.

Trump has given no indication he declassified. It would make no sense to treat them as declassified until he does.

If you ask me a question where my answer is irrelevant, I'm going to respectfully pass. It is a hypothetical because your question was "if this was a Democrat...". Well, it's not a Democrat. It's Trump.

My point is that Trump hasn't said he declassified the documents, so the DoJ is going to continue to do what they are obligated to do, which is go after these documents to protect national security.
