In 2000. It was done in Florida.They purged something like 150 thousand voters from the polls using just exactly the formula you described. Anyone who matches one name is removed. Even though there are many people with that name. They only match the name. Nothing more. So thousands of people were taken off the rolls.

Many went to court to force the names back on the rolls and the court found in the favor of the voters. The state was ordered to put the names back on the rolls but good old jeb bush refused and as far as I know, the jeb never put those names back on the rolls.
