Nope. The federal government can withhold funding when it wants. Especially for schools since there is no constitutional basis for schools in the first place, especially for private schools like Harvard.
 
It says sex. When you deny a woman opportunity by allowing a man to take that opportunity, you are violating Title IX.

All of them have endowments consisting of hundreds of millions and even billions of dollars.
