That’s what I mean. There’s no difference in a minority representation in democracy vs republic.

It’s a meaningless statement.

First it depends upon the character of the Senator, how much are they willing to listen to all in their constituency AND speak/vote on their behalf.
Next would be effectiveness of pleading ~ lobbying. Often the Senator represents competing parties and patrons, and will be elected by one of the two major political parties, hence will lean more in their direction.

There are limits on efforts that can be humanly done, and usually the majority will sway.
I get the impression you mean that the minority should have more influence, power, sway than the majority. Reads like that between the lines of your persistence on this issue.
