Just like Trump is doing with his interpretation of Title IX now when it comes to Transgenders, and what he is doing with other parts of education law saying if Schools let their Jewish students be intimidated and are not given proper educational access, they lose federal funding.

Funding can indeed be a "property interest" subject to due process protections. The Administration has to have the level ability to deny funding first.Colleges aren't constitutionally entitled to federal funding.
There's a saying. "If you live on the king's coin, you live by the king's rules." Government puts all kinds of strings attached to receive funds. For example, the states accepted speed limits laws because the government tied accepting the law to getting federal funding for highway repair. The easy way to deal with this is to not accept any money from the government. Because of all the universities out there, Harvard may be hurt the least by not getting $2B.
