They just regulate tax deductions for donors who give to them same as any other charity is all. Churches don't have to file any incorporation papers of any kind. You don't seem to get it. They are treated like 501.3c's as the IRS's guidelines, not because the churches have to register as one. The Catholic Charities do so as a separate entity from the Church admin itself.

Tax exemption whether it be from federal or state is still tax exemption. Whether it be income or property tax. It is offered by the govt. to the churches.
