Trump wanted to argue that he could keep presidential records. The Archive told Trump in no uncertain terms that those records, any and all, belonged to the National Archives under the PRA, and that there was no "negotiating" over government property.

What you describe as what the archives told Trump what he could do with his negotiations.

Illegally retaining classified documents is definitely a crime. The archives does not normally argue with former presidents to get them to return presidential records because the former presidents don’t keep dozens of boxes of them.

This never happened. Trump did not let anyone from the government go through the boxes.

What you omit is Trumps own lawyer warned him they would come back with a search warrant if he didn't fully obey.

Trump didn't fully obey, as was obvious from the secuirty camera footage, and they executed a search warrant, like Trumps lawyer warned him would happen.
