The IAEA has said that Iran was almost ready to have a nuclear warhead. I added the miniaturization comment in that once they have nukes, they will subsequently work at reducing the size of its delivery system. A time frame for that is debatable, but they absolutely would ensure that rogue radical states would be given the technology and eventually such devices will most definitely end up being given to terrorists as terrorism is Iran's passion towards infidels.
