Well it stands to reason that Air Force One needs a hot spare.
Yes that's probably pretty expensive. I have some questions too about emoluments here. However I highly recommend you wait another 48 hours to get the whole story because I think we're only getting one side that suits a narrative.
air force one is a callsign. It doesnt refer to a specific aircraft, so its whatever aircraft that is flying the president. This implies that there are plenty of backups.
It's not just the refit. They have to go over every cubic inch of the airframe for devices big and small, that could be there to listen or sabotage the aircraft.
Remember, the aircraft had been sitting at a public airport, unguarded.

As the highest representative of the people and government, the President accepts gifts on behalf of the United States of America. The phenomenon, as old as the Presidency itself, grows with each administration: Today a President may receive 15,000 gifts a year. They come from every state in the nation and every country in the world. Gifts from foreign leaders continue a rich diplomatic tradition of exchange between heads of state; those from citizens, both Americans and others, symbolize an inherently democratic exercise - ordinary people freely addressing, in every manner and form, the President of the United States.

Too late now. Boeing got the contract in 2015, with delivery scheduled for 2022, Trump renegotiated it and the delivery went to 2029. Recently Boeing said the two new 747s would be delivered in 2027.
