And formally did so on Feb. 22nd 1877

All gifts are gifted to our govt....there is no legal way to accept a gift, otherwise. Foreigners simply pass the gift on, through officials they are trying to get favor from or even thank, but the gifts are the possession of our govt thus, us.

Govt officials can sometimes ask for the gifts they initially got gifted and passed to the govt, but our govt, makes them pay for them if they want to bring them to their homes.
