Under the Constitution Congress has to decide on accepting or not, the gift.


Trump is taking the plane with him when he leaves. The Qatari gifted it to him, his Presidential Library and he could use it now as AF1....

BUT DOJ and Whitehouse lawyers said that was unconstitutional... Because it was a gift to him....so the admin is having Qatar gift it to the Pentagon for AF1 use, then before he leaves office, have the Pentagon donate it to his presidential library, so Trump could keep and use it.


THAT is what this issue is about...

The emoluments clause, found in Article I, Section 9, Clause 8 and Article II, Section 1, Clause 7 of the U.S. Constitution, prohibits federal officials and the president from accepting certain gifts, emoluments, offices, or titles from foreign governments without the consent of Congress. This clause aims to prevent foreign influence and corruption of US officials.

It would STILL have to be approved by CONGRESS.

Attorney General Pam Bondi's links to Qatar are under scrutiny again following reports that President Donald Trump will be gifted a luxury plane from the Qatari government.

Bondi worked as a foreign lobbyist for the nation of Qatar, earning $115,000 a month in the role which she held in 2020 and in the run up to the World Cup in 2022.

In this role, she lobbied Congress on behalf of Qatari interests. She also worked in a separate lobbying position for the Washington, D.C.-based firm Ballard Partners, where she also lobbied on behalf of Qatari interests and several conglomerates including Amazon.
 
1. The current 747s used as AF-1 are 40-years old.

2. Trump placed orders for two new 747s in 2015, delivery was promised in 2022. Then pushed back to 2029, and recently accelerated to 2027.

Boeing now plans to deliver new Air Force One jets in 2027, before Trump leaves office​


3. Qatar offered Trump a new 747 to be used as AF-1. It would need extensive upgrades before it could be used as AF-1. So here is a better option. sell the gift AF-1, use the $300m or so to help pay for the two new 747s due in 2027. Then send one of the old 747s being retired to the Trump presidential library, a win-win.

The plan, if it goes through, is almost certain to revive those concerns. In 2021, the Supreme Court declined to adjudicate similar questions. That January, it vacated lower court rulings in cases accusing Mr. Trump of violating the clause in his first term, as he was no longer in office.

A spokesman for the government watchdog group Citizens for Responsibility and Ethics in Washington, which sued him over what it described as violations of the emoluments clause during his first term, said the president’s acceptance of the plane would raise a range of ethical issues far beyond whether it violated the Constitution, in part because he may continue using it after leaving office.

“It’s hard to see it as a coincidence when Trump’s company just announced a new golf resort in Qatar, reportedly partnered with a company owned by the country’s government, and will soon be meeting with senior Qatari officials in a Middle East trip that also features meetings with heads of state of two other countries he has property developments in,” the spokesman, Jordan Libowitz, said in a statement.

“At this point, it’s impossible to tell the difference between decisions being made by the White House for the good of the country and for the good of the Trump Organization,” he added
